Higino comes to us as the former Chief of the Technical Secretariat for Food Security and Nutrition (SETSAN) in Nampula Province, under the Provincial Directorate of Agriculture and Food Security, where he earned a glowing reputation for his work establishing multi-sectoral nutrition coordination groups at the provincial and district level. He also worked in the directorate’s Agriculture Extension Office and has worked with numerous projects, including the Viable Sweet Potato Technologies for Africa (VISTA) project with the International Potato Center. Higino has a Masters in Agriculture and Rural Development from Hankyong National University in South Korea and Bachelors in Agricultural Sciences from the University of Mussa Bin Bique in Nampula.
