USAID Nawiri conducted a desk review to inform the design of the participatory institutional capacity assessment and program Phase 2. The review explored government sector nutrition policies and strategies from the perspective of sustainably reducing acute malnutrition. The literature search focused on national and county nutrition policies and strategies. While progress has been made in how the government integrates nutrition into its plans and budgets, it is inconsistently mainstreamed and primarily focuses on nutrition-specific approaches. There are weak linkages between vertical and horizontal coordination structures for nutrition; no overall body coordinates nutrition across ministries at national or county level; mandates are unclear; and there is no legal framework for multi-sectoral nutrition coordination at the county level. While the government has increased allocations to nutrition in the last five years, there are still shortfalls and better budget planning and resource mobilization are needed at the county level.
