This assessment aimed to understand respective county monitoring and evaluation (M&E) capacities; identify related weaknesses and gaps; and create capacity development plans. It was informed by conceptualizing how county M&E capacity can be strengthened to enhance data demand and use. The assessment found that technical staff in both county M&E units have limited capacity overall, and that capacity to develop sector M&E plans; conduct evaluations and surveys; develop survey protocols; conduct routine monitoring; manage databases; and ensure data quality including through audits, analyses, and analytical reports needs to be strengthened. The rollout of the e-County Integrated Monitoring and Evaluation Systems requires the support of senior political leadership. Finally, financial support for M&E activities remains extremely limited, with no M&E units in different sector offices.
